Texas bill could keep transgender students out of high school sports

Supporters of the ban say using the free speech zones actually prohibits speech by implying free expression is not allowed across the rest of campus.

House Bill 15, dubbed the "Property Taxpayer Empowerment Act" and authored by state Rep. Dennis Bonnen, R-Angleton, would reduce the maximum increase in taxes for a property from 8 percent to 4 percent. Sylvia Garcia, a Democrat from Houston.

State law already prevents athletes from using steroids, but it includes a "safe harbor" provision for students taking steroids as prescribed by a doctor.

Back in February, Mack Beggs - a transgender high-school wrestler - won his weight class in the Texas girls' state championship, sparking controversy among some who said the hormones he was taking as part of his transition gave him an "unfair advantage". However, in practice, this bill is an attempt to prohibit trans student athletes, who may rely on hormone therapy, from being members of public primary and secondary schools sports teams that are consistent with the student's gender identity. The House passed the bill in late April by a 92-52 vote, but the legislation has not moved in the Senate.

Bryan Hughes, a Republican state senator who is the bill's co-author, told the chamber that "we want to make sure that if they're in Texas they're meeting Texas standards".

The Texas state senate passed a bill on Wednesday that will effectively bar all trans athletes from competing in high school sports.

The new bill would eliminate that. Beggs' case is one they simply hadn't imagined 10 years ago, said Leo Barnes, the UIL's director of policy and compliance.

The Texas Pediatric Society has reportedly condemned family detention centers for their potential to cause depression, anxiety, and impediments to child development. "Transgender people are no different".

Before the bill is sent over to the house it still needs to pass the final round of approval.

Controversial Bill 2899 or what is often referred to as the "bathroom bill" missed a key deadline in the Texas House, but some say it still has a chance to survive.

Research also shows that 17-year-olds are less likely to commit new crimes if they are rehabilitated instead of being locked away in the adult system. Joining Uresti in approving Senate Bill 2095 on May 9 were fellow Democrats Juan "Chuy" Hinojosa of McAllen, Eddie Lucio of Brownsville and Royce West of Dallas. It would require people to use public restrooms based on the gender on their birth certificates.

A spokesman for Texas Gov. Greg Abbott said Thursday that Stuart Bowen had committed a "serious and unacceptable lapse in judgment". It establishes criminal and civil penalties for local government entities and law enforcement that don't comply with immigration laws and detention requests, the governor's office said.
