Trump tells Senate to end legislative filibuster

Both the GOP healthcare bill, the American Health Care Act, and Trump's tax proposals have faced unanimous opposition from Democrats. On Wednesday, he wrote on Twitter, "Hopefully Republican Senators, good people all, can quickly get together and pass a new (repeal & replace) HEALTHCARE bill".

The Republican-led New Hampshire Senate has approved an $11.8 billion budget, but still must vote on a companion bill making policy changes to support the appropriations.

Whatever dollar figure the Senate lands on will have to be negotiated with the House.

Ernst said the Senate approach she is pushing for would address the long-term concerns about Obamacare while providing a short-term "stop-gap" measure to head off a potential crisis for some Iowans who may not be able to buy individual insurance policies for 2018.

While Republicans can pass both proposals without a Democrat supporting them, the GOP has struggled to reach a quick consensus on either issue.

"The Senate bill could be so radically different than the House bill that they have to pay for it", said Stan Collender, executive vice president at Qorvis MSLGroup and a former congressional budget aide.

The House bill would eliminate tax penalties for people who go without health insurance.

According to Benen, Trump is likely "laying the groundwork for failure" and angling for a way to put the blame on Democrats if and when the Senate fails to pass his legislative wish list. The Senate is set to meet on Wednesday and Thursday, while the House is in session Thursday. Tea Party members of the House want to cut taxes all the time, any way they can on any legislation. Trump wants the legislative filibuster changed because a change is the only way that any of his legislation stands any chance of passage.
