Rule gives Oregonians non-gender option on driver's license

The DMV said the new rule, which the commission passed unanimously, came about after a Multnomah County judge in June 2016 allowed Jamie Shupe, a Portland resident, to legally change to "non-binary" gender.

In a major victory for people who identify as neither male nor female, OR on Thursday became the first USA state to offer a third gender option on state-issued identifications.

If you wish to make a change on your card more than a year before your renewal date, you must pay a replacement fee. "The state of OR sees me for who I am", 26-year-old J Gibbons told the Guardian.

"I very much plan to head to the nearest DMV and ask for that ID to be corrected on July 3rd", Shupe told Reuters.

The state's Driver and Motor Vehicle Services Division expects to start offering the option in July. This includes individuals with both male and female anatomies, people without a gender identity and those who identify as a different gender than listed on their birth certificate.

According to the Williams Institute at the University of California-Los Angeles, an estimated 20,000 Oregonians identify as transgender - about 0.65 percent of the state's overall population, making it the state with the seventh-highest trans population in the country.

"Presenting an identification document that does not accurately reflect one's sex and is inconsistent with one's gender identity can trigger invasions of privacy, prejudice, stigma, violence, and discrimination and harassment in a wide variety of settings, including in employment, education, public accommodations, health care, housing, and interactions with the government, including with law enforcement", the group wrote.

"I've trembled with the fear of failure and cried tears until I had no more tears to cry, because of the magnitude of what's been at stake - and now won", Shupe told NBC News after the commission's vote. "This was always the right thing to do all along", he added.
