Democrats Aim to Stymie Senate GOP's Health Care Efforts

"Radical departure from normal procedure on a bill of such outcome", Schumer announced from the floor, "leaves the Senate minority little choice but to depart from normal procedure as well". Scott, who has hinted at a 2018 run, is perhaps the most threatening self-funder who might seek a seat held by a Democrat.

CNN reported Monday that Senate Democrats beginning this evening will mount a vigorous protest to force Republicans to bring the bill out in the open as well as hold a committee hearing as soon as the official text is made public.

In addition, leaders have committed to having the bill analyzed by the nonpartisan Congressional Budget Office to assess its budgetary and real-world effects before they vote on it, which will push back the vote date even further.

McConnell, R-Ky., is using closed-door meetings among Republicans to write a bill. It depends on who you talk to, but there are some Republicans who are still forecasting a final vote in the Senate by the end of next week, before lawmakers go home for a July Fourth break.

The bill "calls into question coverage for the vulnerable and fails to provide the necessary resources to ensure that no one is left out, while shifting significant costs to the states", the governors said.

Republicans have signaled one of the main internal debates focuses on reforms to Medicaid, the health care program for individuals and families with limited resources that Obamacare expanded.

Rather than sticking to the firebrand, leadership-agitating strategy that defined his early years in the Senate, Cruz - and those who have been working with him- insist he is working constructively behind the scenes to get to "yes" on health care.

Like many conservatives, Cruz believes that in order to bring down the cost of health insurance, lawmakers need to repeal as numerous Obamacare-era regulations as possible. Using these rates as estimates for the future, it means the House bill stays even with inflation by increasing its spending cap 3.7 percent per year. There are enough of those senators, including Ohio's Rob Portman, West Virginia's Shelley Moore Capito and Colorado's Cory Gardner, to tank the bill outright if the Medicaid language does not satisfy them.

That doesn't give them much time to pass their bill and then reconcile it with the House's bill. He says President Barack Obama's health care law has been failing since its 2010 enactment and there's no reason to wait to erase it. And Republicans are really ready to move on from health care. It defies everything that various GOP senators said last month.

"Sen. McConnell said there'd be a vote", he told reporters. Not complete silence followed by a vote that requires only a majority of 51. A few days before approving that bill on Christmas Eve, Senate Democrats added in a 383 page amendment, which included the "Cornhusker Kickback" and other provisions.
