The mosque's current leaders say they support inter-faith dialogue and want to serve the nearby community in north London, which is located near Emirates Stadium, home of the Arsenal soccer club.

Metropolitan Police Deputy Assistant Commissioner Neil Basu confirmed the attack on worshippers was being treated as terrorism, as did Prime Minister Theresa May.

May later paid a visit to Finsbury Park mosque, close to the scene of the attack, where she reiterated that "there has been far too much tolerance of extremism over many years".

Footage from mobile phones at the scene when Osborne was being held on the ground captures the voice of a man shouting: "No one touch him - no one!"

"Diverse, welcoming, vibrant, compassionate, confident and determined never to give in to hate".

"In one way, they are fighting the terrorists and fighting their ideology, and bringing our youth around us and teaching them the true Islam and the true fear of God, to save them from what they've probably stumbled on on a website or something", he said.

"We managed to extinguish any flames of anger or mob rule that might have taken charge", he told reporters, adding he was acting with "a group of mature brothers". The driver would undergo a mental health assessment in due course, police said.

The Finsbury Park Mosque was once a notorious hub for radical Islamists but has changed markedly in recent years under new management.

The three previous terror attacks in recent months were all Islamist-inspired.

Details about the assailant were sketchy, but the assault - the most dramatic against Muslims in London in recent years - suggested a new, unsafe level of polarization in British society. The leader of the opposition Labour Party, Jeremy Corbyn, said he was "totally shocked".

This time the attacker deliberately targeted Muslims, according to the police. He was later criticized after he launched a Twitter attack on London Mayor Sadiq Khan in the wake of that attack.

Ten people were injured in the attack, which police are treating as a terrorist incident. Witnesses said that Osborne yelled "I'm going to kill all Muslims" before his arrest.

"When he was running he was saying "I wanna kill more people, I wanna kill more Muslims", he told BBC TV. The police said all were Muslims.

The Muslim Council of Britain said the vehicle hit people as they were leaving the Finsbury Park Mosque, one of the biggest in the country.

He said: "An attack on a mosque, an attack on a synagogue, an attack on a church, is actually an attack on all of us".

Today's attack his is the fourth terror attack in the United Kingdom in four months, after incidents in Westminster, Manchester and on London Bridge.

"This is an extraordinary city of extraordinary people", May said outside Downing Street after chairing an emergency government meeting.

The assault comes on the heels of an attack at London Bridge, in which three men rammed a van into pedestrians and went on a stabbing spree at nearby bars and restaurants, killing eight people.

The use of a vehicle to mow down pedestrians drew horrifying parallels with this month's London Bridge attack, when three men drove a van into pedestrians before embarking on a stabbing spree - an attack claimed by the Islamic State group - and with another auto and knife rampage near parliament in March. On May 22, a suicide attack killed 22 people and injured almost 60 after an Ariana Grande concert in Manchester.

To the north, Manchester was hit by a deadly attack May 22 when a suicide bomber killed 22 people at an Ariana Grande concert.
