Fifty years ago Israel shocked the world when it seized the remaining Palestinian territories of the West Bank, East Jerusalem, Gaza Strip, as well as the Syrian Golan Heights, and the Egyptian Sinai Peninsula, in a matter of six days war. According to HRW, Israel has violated global humanitarian law during the occupation through "unlawful killings; forced displacement; abusive detention; the closure of the Gaza Strip and other unjustified restrictions on movement; and the development of settlements, along with the accompanying discriminatory policies that disadvantage Palestinians". "Among them are generation after generation of Palestinians who have been compelled to grow-up and live in ever more crowded refugee camps, many in abject poverty, and with little or no prospect of a better life for their children", he charged.

Israel says the payments are a reward and encouragement for the prisoners' actions against it but the Palestinians say they are welfare payments to support them and their families.

The "occupation", claimed Guterres, "has fuelled recurring cycles of violence and retribution".

Within 20 years of being recognised as an independent state, Israel began an occupation that would become the longest in modern history, at 50 years and counting.
