Additionally, Slater said, Hodgkinson did not appear to have had specific targets or "an agenda to actually follow through on these six individuals".

U.S. Rep. Steve Scalise has undergone several surgeries and remains at Medstar Washington Hospital Center in fair condition.

In March, Hodgkinson left IL and drove to Alexandria, Virginia, where he lived in his van in a YMCA parking lot. Investigators say they found a laptop, more than 200 rounds of ammunition, a receipt for a gun purchased in November 2016 and rifle components.

Hogkinson was an unemployed home inspector from Belleville, Illinois, who frequently railed against Republicans in letters to the editor and angry social media posts. The message was accompanied by a cartoon depiction of Scalise.

Some signs suggest that Hodgkinson might not have known about the daily GOP practices ahead of this year's Congressional Baseball Game. A federal law enforcement official who is not authorized to comment publicly said it was not known whether gunman meant to target the lawmakers. Records show that the battery case in 2006, which resulted in his arrest, was dismissed after a period of "supervision".

In April, Hogkinson made the tourist rounds in Washington, visiting monuments, museums, the U.S. Capitol and the Dirksen Senate Office Building and taking pictures, the Federal Bureau of Investigation said.

"The guy was very cordial", the sheriff said. "It was just a pattern of life where you could tell things were not going well".

Vale, assistant director in charge of the FBI Washington Field Office, said the shooter acted alone and the case is being investigated as an assault on a member of Congress, not as a terrorist incident. Hodgkinson had been in email contact with the two Democratic senators from IL, he said.

Hodgkinson also frequented a local library during his time in the Alexandria area and, based on photographs found on his cellphone, saw various sites in D.C., such as the Supreme Court, the Library of Congress and the Washington Monument.
