Korea Prepares To Propose Military Talks To NK

Suh Choo-suk, South Korea's vice defense minister, said in a statement that the military talks would be aimed at ceasing all "acts of hostility" near the border line, but did not specify any agenda items nor mention who from South Korea would take part.

South Korea on Monday offered talks with North Korea to ease animosities along their tense border and resume reunions of families separated by their war in the 1950s.

The Koreas last convened for military talks in late 2014.

Military talks are likely between South Korea and North Korea, as South has extended an offer to North in this regard, after weeks of test a long-range missile by Pyongyang.

"South Korean authorities should not persistently depend on outsiders...but opt for improving the North-South relations and achieving independent reunification by pooling efforts with the compatriots in the North". "There will be a response from North Korea". Prospects for talks on family reunions are less good because North Korea has previously demanded that South Korea repatriate some North Korean defectors living in the South before any reunions take place, according to the analysts.

The proposals for the talks between the North and South come after the South's president said earlier this month at the G20 summit in Hamburg he was in favour of dialogue despite the "nuclear provocation" of the North's latest missile test. Ms. Ahn said there were no indications that Ms. Wright or any of the other activists would be barred from South Korea.

The South's Red Cross proposed holding the talks on August 1 at the Peace House, a Panmunjeom building controlled by the South.

The ministry did not explicitly specify what "all hostile activities" includes, and the definition varies between the two Koreas.

Seoul's defense minister has requested talks with Pyongyang later this week, and is asking the North to stop all hostile activities in the area.

The two parties could at these meetings to negotiate, particularly in a first time the end of the propaganda operations carried out from both sides of the border, he estimated.

He singled out a group of 12 who fled while working at a North Korean restaurant in China past year, and Kim Ryon-hui, a defector who requested to go back to her homeland in 2015.

North Korea has conducted two nuclear tests since the beginning of previous year and missile-related activities at an unprecedented pace.

The reunions are a highly emotional issue because most applicants are in their 70s or 80s and are desperate to see their loved ones before they die.

The latest ICBM test - which Kim described as a "gift" to the Americans - was seen as a milestone in Pyongyang's quest to build a missile capable of carrying a nuclear warhead that can hit the U.S. mainland.
