This is not the first time that the Philippine leader has joked about rape.

Duterte's Miss Universe comments are just the most recent of in a weird series of jokes about rape.

He also implied that it would be okay to rape Miss Universe.

"An error was committed in the installation of the Presidential seal at an event in Davao City yesterday (Friday)". On Saturday evening, Duterte joked about rape during a conversation with diplomats, saying that he would "congratulate the one who had the courage" to rape Miss Universe.

Take note that he said this after the Philippines' successful hosting of the Miss Universe.

"Perhaps, what he wants to say is, 'I admire you for having the guts to do that even though you're aware that you'll die for doing that.' [That was what he meant], which was sarcastic". Someone who respects a woman and doesn't see her as an object.

Jeremy Meeks & Really Rich Girlfriend Spotted Hangin' in Hollywood
Meeks served a year in federal prison after he was caught with a loaded gun in violation of his parole. What do I tell our children? "My heart is broken", she said. "Of course I'm angry at her ( Chloe )".

Duterte defended his common phrase threatening to kill people, particularly drug personalities, who try to destroy the country, specifically the youth. Pero 'yung bata, 'yung mag rape ka tapos you... mahirap 'yan.

It's sickening that Duterte always resorts to this narrative during his speeches. "All Offices concerned sincerely apologize for the incident and renewed the shared commitment to uphold the highest standard of service and support for the President and all his engagements", he added.

"So, find me a law - wherever you come from - point out to me a law in your country and in my country, which says you can not threaten a criminal from destroying your country", Duterte challenged his critics. "It is not fair for criminals to rule the day and just say that you have a human right", Duterte said. He talks like that! But these are also the same people who wish death on rapists and murderers weeks later.

If you think rape isn't okay, then you shouldn't normalize it.

"We do need to clarify certain statements and like I said he was quite serious about that", Abella stressed.
