Insurance won't be valid without pollution certificate

The court passed the order on a petition for stringent steps to curb air pollution.

The foremost among which is the fact that from now on Insurance companies would require you to furnish a Pollution Under Control Certificate (PUC) when you apply to renew your Insurance.

A Bench of Justices Madan B. Lokur and Deepak Gupta accepted the recommendations of the Environment Pollution (Prevention and Control) Authority (EPCA) for mandatory linking of PUC certificates with annual insurance.

A large number of vehicles in the national capital region (NCR) continue to dodge pollution control laws while fake PUC certificates are easily available.

The order was issued following the hearing of a PIL filed by environmentalist M C Mehta, way back in 1985, which dealt with various aspects of pollution. "The PUC system is critical to keep emission of vehicles under check". The spokesman further said that Board is recommending to the Transport Department, Govt. of Punjab to take action against these defaulting pollution vehicular check centres. The EPCA investigation has shown very poor level of compliance with the PUC programme.

The observation was made by the court after amicus curiae and senior advocate Harish Salve said there was a need to ensure 100 per cent compliance of the Pollution Under Certificate (PUC) and linking them with the insurance of vehicles.

The apex court's order means all PUC centres will be linked with on-line network and data centre to prevent manual tampering and that state governments will have to audit all PUC centres and set up a strong oversight system to ensure credible tests and emissions results, said CSE in a statement.
