Trump told reporters on Thursday that Russian President Vladimir Putin did the United States a favor by expelling 775 diplomats and other staffers working on behalf of the United States in Russia. He said attempts by former Presidents Clinton, Bush and Obama have all been ineffective. He said he wouldn't discuss any potential military options, but he did say the USA would retaliate if North Korea attacks Guam, which is a US territory.

President Donald Trump says that perhaps his "fire and fury" warning to North Korea "wasn't tough enough". The president said it'll be an event like - an event the likes of which nobody's ever seen before.

Incorporate a "warm hand-off" into procedures: "Folks who overdose on opioids (particularly) are brought to emergency room (s), which are generally understaffed and the emergency room's job is to get people stable and out within 24 hours or 48 hours", he said.

A Presidential commission on opioids said in its interim report that an emergency declaration would allow the administration to take immediate action and send a message to Congress that more funding is needed.

Defense Secretary James Mattis said the administration was "pretty close" to a decision but weren't "going to meet some timeline if we are not ready". In response on Thursday, Trump said, "Maybe it wasn't tough enough", referring to his own comments from earlier in the week.

CORNISH: There was also still a lot of room for just domestic politics, right?

Observers quickly related his remarks to President Harry S. Truman's fiery rhetoric in a statement 72 years ago, in which Truman announced toward the end of World War II that the USA had dropped an atomic bomb on Hiroshima.

CORNISH: How did this come up in the public remarks? "You shouldn't need to know anything more, if you're the president, to say, 'We must take dramatic actions starting immediately, ' but he chose not to". He said overdose deaths are on pace to exceed last year's numbers. And here's what he said. In May, the Associated Press reported that Trump signed a spending bill that included $61 million to reimburse law enforcement agencies for protecting him and his family since Election Day, and $58 million for additional Secret Service costs such as rent in Trump Tower and housing for agents at Mar-a-Lago.

BENNETT: And so remember; this is a president with approval ratings at historic lows who, as the head of the Republican Party, it seems is looking to shift the blame for the party's lack of legislative victories.

CORNISH: That's NPR's Geoff Bennett.
