China trade depends more on peace in South China Sea shipping lanes

Secretary of State Rex Tillerson arrived in Manila on Saturday night in what State Department officials have said will be a concerted effort to enlist other countries in the campaign to get North Korea to abandon its missile and nuclear tests.

China's Foreign Minister Wang Yi met his North Korean counterpart Ri Hong-Yo before a major regional security forum being hosted by the 10-nation Association of Southeast Asian Nations.

"When the conditions are right, then we can sit and have a dialogue around the future of North Korea so they feel secure and prosper economically", Mr Tillerson told reporters.

There was mention in the ASEAN communiqué of a proposed Code of Conduct (COC) in the South China Sea, aimed at maintaining peace in the region through self-restraint in settling disputes.

And the editorial itself sounded a resigned note about what will happen now that the sanctions have been passed: "Judging from past experience, the North Korean side will prepare a tough response to the resolution, and the US, Japan, and other countries will use the chance to conduct military activities, which will directly cause the situation to escalate".

Earlier, U.S. Secretary of State Rex Tillerson said new United Nations sanctions targeting North Korea are a "very good outcome".

Ri says in the speech that responsibility for the Korean Peninsula crisis lies exclusively with Washington.

"After many years of failure, countries are coming together to finally address the dangers posed by North Korea".

"We're not going to give someone a specific number of days or weeks", Tillerson said when asked about a time frame.

Thornton says the USA wants to ensure that with the new sanctions, there's "not this kind of episodic back and forth that we've seen".

North Korea reacted angrily, vowing to bolster its arsenal and mount revenge against the US.

In this regard, South Korea saw a possible move that might alleviate tensions by proposing dialogues with #North Korea.

The Pentagon is weighing whether or not to amend weapons development guidelines with South Korea, to allow the country to create ballistic missiles that can fly further and hit harder than any current weapon in the country's nuclear arsenal. "The remarks were completely like a mission the United States assigned to you".

"We will make the USA pay by a thousand-fold for all the heinous crimes it commits against the state and people of this country", the statement said. The newly-appointed minister also expressed concern about Chinese drilling near the border dividing the two nations' interests in the East China Sea.

Hours before the statement, the USA presented a draft United Nations resolution calling for toughening sanctions on North Korea with a sweeping ban on exports of coal, iron, lead and seafood that could deprive Pyongyang of $1 billion in annual revenues.

The success or failure of the latest resolution will rest with China, which accounts for 90 percent of all trade with North Korea.
