As the crisis has unfolded, Trump has alternated praising China for its help and chiding it for not ratcheting up pressure on its Asian neighbour.

Trump, now on a 17-day working summer vacation at his golf resort in New Jersey, is returning to the White House for a day on Monday to sign this executive order directing the US Trade Representative to probe the matter.

And then on Thursday, when speaking with reporters, Trump said in relation to North Korea, "if China helps us, I feel a lot differently toward trade".

Trump has requested similar inquiries on trade, but the reports haven't been delivered on deadline.

"We lose hundreds of billions of dollars a year on trade with China". It would also maintain the president's ability to retaliate for a nuclear strike.
