North Korea Missile Launches Threatening Airliners

Each nation gains security in concert with other nations, Defense Secretary Jim Mattis said today at a meeting that he and Secretary of State Rex Tillerson hosted with their Japanese counterparts at the State Department.

Pyongyang must denuclearize the Korean Peninsula, Japanese Foreign Minister Taro Kono said when asked what conditions the North should meet for the allies to start a dialogue.

"The Ministers condemned in the strongest terms North Korea's recurring provocations and development of nuclear and ballistic missile capabilities, which have entered a new phase, and pose an increasing threat to regional and global peace and stability", a joint statement said after the meeting.

But Joseph Dunford, the chairman of the US Joint Chiefs of Staff, said on Thursday that the exercises with South Korea would go ahead according to plan.

"We would take immediate, specific actions to take it down", he said in response to a question about what the United States would do if North Korea launched ballistic missiles toward an ally's territory.

Meanwhile, U.S. and Chinese military commanders met on Wednesday to ensure lines of communication are open, which would be important in the event of military action against North Korea.

Tillerson, however, said the US-led campaign to pressure North Korea into shuttering its nuclear ambitions needed to be backed by potential military consequences. Last week, Pyongyang announced it was studying plans to launch four missiles off the coast of Japan towards the tiny Pacific island of Guam which is a U.S.

- North Korea has conducted five nuclear tests, including two last year, and dozens of missile tests in the past year.

"This kind of threat has to be backed by a strong military outcome if North Korea chooses wrongly", Tillerson added. Japan, whose military has always been constrained by a pacifist Constitution, has no intention of weakening its ties with the United States. The global community is speaking with one voice.

Abe also rarely remarks on political turmoil in the U.S.

Apart from a developing missile and nuclear program, North Korea has a powerful army with 700,000 active troops and another 4.5 million in the reserves.

"I think the blame is mostly on Kim Jong Un".

Japan's current constitution, drafted by USA occupation forces and unchanged since 1947, bars the use of military force in settling worldwide disputes and prohibits maintaining a military for warfare. In April, the U.S. sent its Carl Vinson aircraft carrier towards the Korean Peninsula, saying it was taking prudent measures against the North.
