Separate Russian and US-led coalition air strikes yesterday killed 28 civilians in Syria's eastern Deir Ezzor province, where rival offensives against the Islamic State group are under way, a monitor said.

Local figures would announce "the preparatory committee of the Deir Ezzor Civil Council and the support of the tribes for the SDF", the media office said in a statement. The Syrian troops are completing the defeat of the Islamic State terror group (IS, outlawed in Russia), which blocked Deir ez-Zor's northern and southern neighborhoods, the Russian military group's Chief of Staff, Lieutenant-General Alexander Lapin, told reporters on Tuesday.

The Observatory, which identified the victims as civilians, said the air strikes hit civilian encampments on the western bank of the Euphrates and vessels crossing the river to the eastern side. The coalition, the SDF, Syria's government and Russian Federation have agreed on a "de-confliction line" in northeastern Syria to prevent the two offensives from clashing.
