CBSE issues notice to Ryan, threatens to revoke its affiliation

Following the murder of a class-II student in Ryan International School in Gurgaon both CBSE and Odisha government have issued fresh guidelines for the safety and security of children in school premises.

Placing the onus for safety of children on campus exclusively upon school authorities, the Central Board of Secondary Education issued new guidelines on Thursday.

The Schools are also required to constitute separate committees for redressal of public/staff/parents/students grievances, Internal Complaints committee on sexual harassment and committees under POCSO (Protection of Children from Sexual Offence) Act, 2012. The new directions include installation of CCTV cameras in vulnerable areas on the school premises as well as police verification and psychometric test of staff members.

"From the entire sequence of events, it appears that the school is guilty of gross negligence and failed to ensure safety and security of the students in the school" sated the report which was submitted to the CBSE on Friday. This should be done for non-teaching staff as well like bus conductors, drivers, peon, and other support staff.

A CCTV footage has surfaced where Pradyuman, victim of Gurugram's Ryan International School murder case, can be seen being rushed to the hospital out of a private vehicle. Any violation with regard to safety would invite appropriate action including disaffiliation of the school under Affiliation Bye-Laws of the Board. It further observed, "The school management also failed to inform police and Education Department regarding incident of death of the child, which shows negligence on the part of school administration".

The Central Board of Secondary Education (CBSE) on Wednesday asked schools affiliated to it to carry out complete psychometric evaluations of all employees, including teaching and non-teaching staffs.

The PIL raised the issue of children being exploited and subjected to child abuse repeatedly within the boundaries of the schools and demanded that the Central and state governments notify a set of non-negotiable child safety conditions for schools.
