While wealthy Mexicans swamped by quake aid, poor feel abandoned

The death toll from Mexico's massive natural disaster rose to 319 on Sunday as rescuers scrambled to dig through the remnants of toppled buildings.

No new damage was immediately reported but rescue efforts were suspended to allow authorities to see if the new tremors would put workers at risk, said Luis Felipe Puente, the head of Mexico's civil protection agency. The death toll is still unclear, but at least 300 are dead in Mexico City and surrounding states, according to news reports.

Tuesday's quake hit on the anniversary of a 1985 tremor that killed an estimated 10,000 people.

For the family of Adrian Moreno, a missing 26-year-old human resources worker at an accounting firm, the emotional roller coaster is getting to be too much.

Mancera said that the city had reviewed 7,649 buildings and found that 87 percent were inhabitable and needed only minor repairs. Only 28 have made it out alive - all in the first hours.

She says the shaking was "terrible, terrible" and hasn't been back to work since the quake.

The Los Angeles County Fire Department is one of many worldwide aid entities that has deployed its task force to Mexico City to assist in rescue and recovery efforts.

More than 400 fatalities have been caused by the two September quakes.

"The search and rescue in Mexico City continues as a priority, with cooperation from national and global groups", tweeted Miguel Angel Mancera, Mexico City's mayor.

The epicenter of Saturday's quake was over 300 miles (482 km) to the southwest of Mexico City, Mexican media outlets are reporting that residents in Mexico City felt buildings sway.

Those in the country illegally wish they could travel to help their loved ones cope with the aftermath but are afraid they wouldn't be able to return. "And no one has come out to give us the good or bad news", Juan Pedro Jimenez, who's waiting for his cousin to be uncovered, told the Associated Press.

It is the moments between those bits of information that torment the families.

"We have to build community response groups, not just (rely on) the government", he said.
