The U.S. won't technically back out until 2020 because of legal technicalities.

Mayors were expected to sign the Chicago Climate Charter, marking the way forward for municipal leaders to take climate action into their own hands in the face of federal inaction.

Obama gave a speech to business leaders in the French capital on Saturday, describing what he said was the "temporary absence of American leadership on the issue".

Dubbed the "Chicago Climate Charter," Plante and the more than 50 other mayors at the C40 conference are essentially committing to doing what Donald Trump has rejected: following the guidelines outset in the Paris Climate Accord.

While China, India and Brazil, along with many other developing countries and wealthy nations such as the U.S. and European Union member states have recently chosen to ratify the Paris Agreement, Russia is absent from the list of backers.

The former president hilariously thanked himself for his administration's impressive economic record during a speech at the North American Climate Summit in Chicago Tuesday. "We lead respectively where there is no consensus or directive out of our national governments".

"Chicago, Milwaukee, and numerous cities across North America understand that protecting the environment and growing jobs go hand in hand", stated Chicago Mayor Rahm Emanuel. The city got a head start by closing its last two coal plants in 2012, and has retrofitted more than 54 million square feet of office building more energy efficient.

Discussions will also devise concrete actions related to UNESCO's Declaration of Ethical Principles in Relation to Climate Change which outlines globally-agreed ethical principles that should guide decision-making and policy-making at all levels and help mobilize people to address climate change.

Mexico City Mayor Angel Mancera says in a statement that his sprawling capital of about 9 million is committed to combating climate change through programs such as ensuring all residents have access to alternative transportation like walking and cycling, as a matter of land use policy. But the cities' mayors need to do more to address the disproportionate health burdens in their low-income and minority communities impacted by climate change, activists say. "We have to ask, 'Is there a true commitment and what's the evidence of it?' So far we haven't seen it".
