Mueller's Russian Federation probe has cost millions - DOJ

Although limited in detail, the spending report offers the first insight into the scope and scale of Mueller's investigation, which has resulted so far in criminal charges against four people who worked on Trump's presidential campaign.

The costs include $1.7 million for salaries and benefits, $223,643 for travel, $362,550 for rent, $111,245 for IT services, and $3,554 in "miscellaneous" costs. The office said those expenses would have been incurred "irrespective of the existence of the SCO". Former independent counsel Kenneth Starr spent more than $52 million investigating President Bill Clinton, and the five independent counsels appointed to investigate various Clinton-related matters during the 1990s spent more than $100 million. The majority of the travel costs stemmed from the relocation of Justice Department employees temporarily assigned to the expanding investigation.

An investigation into President Bill Clinton by independent counsel Kenneth Starr cost about $40 million from January 24, 1994 to September 30, 1998, according to the GAO.

"The Office of Special Counsel, as you know, has a degree of autonomy from the Department of Justice".

The figures were revealed in a Justice Department report released Tuesday. A Senate vote in February 1999 failed to convict Clinton on those charges. Mueller's probe, established on May 17, is mandated to continue the FBI investigation into the Russian government's alleged efforts to interfere with the 2016 USA presidential election.

As part of the deal, Flynn's son Michael Flynn Jr.is not expected to be charged and Flynn is prepared to testify that high-level officials on Trump's transition team directed him to make contact with the Russians in December 2016. Flynn pleaded guilty to lying to the Federal Bureau of Investigation about his contacts with Russia's ambassador during the transition period, and, in a potentially ominous sign for the White House, agreed to cooperate with Mueller.

Mueller has issued indictments or received guilty pleas from four former Trump campaign associates.

The budget overview notes that its funding comes from a "permanent, indefinite" appropriation for independent counsels to do their work, meaning if can not be touched by Congress.

Manafort was charged, along with his longtime business partner Rick Gates, for work on behalf of Ukraine unrelated to the campaign. Reports last week said the special counsel had removed a veteran Federal Bureau of Investigation agent from his team for sending anti-Trump text messages.
