The U.S. State Department, in its latest advisory issued January 10, 2018, says Americans should "exercise increased caution in the Philippines due to crime, terrorism, and civil unrest".

Level four means do not travel due to the greater likelihood of life-threatening risks. Country pages on the site will continue to include all travel information now available, including details about entry/exit requirements, local laws and customs, health conditions, transportation, and other relevant topics.

Meanwhile, Russia and Turkey are at Level 3.

In the new travel advisory issued Wednesday, India has been ranked Level 2 (exercise increased caution), while countries like Afghanistan have been placed under Level 4, which recommends "Do Not Travel".

The threat level in a country is determined through a collaborative process that involves security experts, the intelligence community, host governments, our embassies and consulates.

In place of the previous system of alerts and advisories, the new ratings establish advisory levels (reminiscent of the now-defunct Homeland Security Advisory System) which correspond to escalating levels of insecurity.
