Speaking to MEPs this morning, Mr Tusk cited a 2012 speech by British politician David Davis, in which the now Brexit secretary argued: "If a democracy can not change its mind, it ceases to be a democracy".

Mr Tusk said: 'Our hearts are still open for you'.

European Commission President Jean-Claude Juncker echoed his sentiment, saying they hoped London would reconsider.

"I think if we had a second referendum on European Union membership we'd kill it off for a generation, " Farage said on Channel Five. "Our hearts are still is, open to you", concluded Tusk.

Per Sandberg, the Norwegian fisheries minister, said he expected talks between the EU, UK and Norway over fishing rights to be complex, and likely to conclude at the end of a transition period.

Britain and the European Union reached a deal in principle on separation issues in December, and are due to start talks next month on a short transition period after Britain's departure in March 2019.

Since citizens' rights cover individuals' right to work in the UK, this would effectively mean that people arriving in the UK after Brexit but before 2021 would be eligible to stay in the UK indefinitely, and would be able to access work permits under the new immigration regime.

Mr Varadkar is also likely to indicate his backing for Mr Juncker and Mr Tusk's comments by saying if Britain ultimately decides to seek a second Brexit referendum before its March 2019 divorce from the European Union no country should stand in its way.

The Association of the British Pharmaceutical Industry said it welcomed the MHRA's pragmatism but warned that planning for a scenario where Britain had a separate regulatory system required further detail, highlighting the need for a realistic Brexit implementation period. According to the leaked draft of the Council's instructions to its negotiators, obtained by the Independent, the bloc would demand an explicit veto on British trade deals signed with other member countries for two years after Brexit.

His comments came as Foreign Secretary Boris Johnson, who has repeatedly called for Britain to diverge from European rules, has raised fears about Britain leaving the EU at all.

"The European Parliament won't allow cherry-picking in the Brexit transition".

In November a year ago, a European court ruled that EU citizens who become British should have more rights than other Britons to bring in spouses from outside the bloc to live in the UK.

"Maybe, just maybe, we should have a second referendum", he tweeted. On 29 March 2017, the United Kingdom government invoked Article 50 of the Treaty on the European Union.

The poll also found overwhelming support for a second referendum among Labour voters, with 74% calling for a new vote if May fails to win a deal.
