Stephen Miller: the mastermind behind the rescission of DACA

Speaking with reporters, Graham singled out White House senior policy adviser Stephen Miller as an "outlier", and said despite President Donald Trump's willingness to forge a deal, his aides have made such negotiations hard.

"I've talked with the president - his heart is right on this issue", Graham told reporters.

"Every time we have a proposal it is only yanked back by staff members", he said, The Hill reported.

"He's been an outlier for years", he said of Mr Miller. Miller is President Donald Trump's senior advisor for policy and is credited with writing numerous president's speeches, while pushing him ever more to the right.

At its root is whether the spending bill will address the 690,000 young undocumented immigrants known as Dreamers, whose fate Trump thrust into uncertainty a year ago.

A bipartisan group of senators met behind closed doors late Sunday in an effort to find a compromise to end the shutdown.

He also named Trump's chief of staff, John Kelly, as among the president's aides who had complicated the debate, though he called him "a wonderful man".

Now that friction over the Obama-era Deferred Action for Childhood Arrivals (DACA) program has made immigration the latest existential linchpin to hit Congress, old resentments are surfacing.

"They hold us back from getting a solution", Graham said. Kelly said in an interview on Fox News that he had alerted the conservatives to the proposal, but that it was Trump who had insisted they be invited to the meeting.

'The White House staff, I think, is making it very hard, ' he told reporters at the Capitol.
