After the veto, the UNSC unanimously adopted a Russian-drafted measure to extended for one year the sanctions regime against Yemen.

Nine votes and no vetoes from the five permanent council members - Britain, France, China, Russia and the United States - are required to adopt resolutions at the Security Council.

Russian U.N. Ambassador Vassily Nebenzia said after the visit that he does not believe there is a case for United Nations action against Iran.

Washington has charged Iran with supplying Yemen's Houthi rebels with arms including surface-to-surface missiles that have been used against countries supporting a Saudi-backed offensive against the militants. The British-drafted resolution received 11 votes for, two against - including Russia's veto - and two abstentions.

After the Russian veto, US Ambassador Nikki Haley released a statement accusing Russia of protecting "the terrorist-sponsoring regime in Iran" and warned of further action targeting Iran.

It determined that Iran did not comply with a 2015 United Nations arms embargo on Yemen as it did not take action in preventing the direct or indirect flow of missiles to the Houthis.

Britain's deputy United Nations ambassador Jonathan Allen urged council member not to "shy away from calling out those whose actions undermine global peace and security". It received 11 votes in favor, two against - Russian Federation and Bolivia - while China and Kazakhstan abstained.

According to the report, a missile fired into Saudi Arabia in 2017 by the Huthis was made in Iran, though it was unable to definitively identify the supplier.

While the Russian resolution passed unanimously, one Security Council diplomat told Fox News that from the outset of the negotiations, "the U.K., France and the USA presented a united front to the Council to curb Iran's destabilizing behavior in the region".

U.S. accuses Russia Iran has repeatedly denied arming the Huthis in Yemen, despite claims by the United States and Saudi Arabia that the evidence of an arms connection is irrefutable. And during last-minute negotiations it dropped a promise of "additional measures" against violators of the arms embargo, and it also softened language from "expressing concern" to "taking note with particular concern" of the experts' findings.

Both Tehran and Sana'a have repeatedly rejected the allegations as a fabricated scenario, and said the armed forces of Yemen have strengthened their missile power on their own. "This is perverse when, in fact, Russia's veto today serves only to protect Iran's efforts to destabilize the region and spread its malign influence".
