Workers, law enforcement and members of the National Transportation Safety Board investigate the scene where a pedestrian bridge collapsed a few days after it was built over southwest 8th street allowing people to bypass the busy street to reach Florida International University on March 16, 2018 in Miami, Florida.

He said the "search and rescue mode" - deploying trained canines, search cameras and sensitive listening devices - was continuing into the night.

Searchers are drilling holes and using dogs to find potential survivors. "We started helping people whose cars were at least half crushed and whoever was easily saved". Eight victims were taken to the hospital.

Pedestrians would be able to cross the bridge without having to risk being hit by a auto in the intersection of 8th street, which is 8 lanes wide at that point.

"It is exactly the opposite of what we had intended and we want to express our deepest condolences to the family and loved ones of those who have been affected", FIU President Mark Rosenberg said in a video.

"Our primary focus is to remove all the cars and the victims in a dignified manner and not compromise the investigation", Miami-Dade Deputy Mayor Maurice Kemp told reporters. Some were bloodied, all were frantic.

Sweetwater Police Sgt. Jenna Mendez was stopped at a red light one intersection away when she saw the bridge crumple before her eyes.

The bridge was meant to provide a walkway over the busy street, where an 18-year-old female FIU student from San Diego was killed as she attempted to cross in August, according to local media reports.

The project was a collaboration between MCM Construction, a Miami-based contractor, and Figg Bridge Design, based in Tallahassee.

Fire Chief Dave Downey said at an evening news briefing that four deceased people were found amid the chaotic scene of concrete rubble and crumpled vehicles. "This is so sad". It was supposed to open in 2019.

"Part of this project is federal funding", Rubio said at that same news conference.

Florida International University (FIU) is a metropolitan public research university in Greater Miami, Florida.

"I looked up, and in an instant, the bridge was collapsing on us completely".

Before Saturday's installation, FIU said the method of overall installation significantly reduced the risk to workers, walkers, drivers and minimized traffic disruptions for construction.

A now-deleted tweet posted by FIU on Tuesday displayed a photo of the bridge. "This project accomplishes our mission beautifully". "We are filled with pride and satisfaction at seeing this engineering feat come to life and connect our campus to the surrounding community where thousands of our students live".

"I'm sorry. I'm still shaken right now", he said.

"Whoever brings a lawsuit on behalf of the victims and their families is going to bring everybody in", said Miami commercial and corporate litigator Jason Kellogg, partner at Levine Kellogg Lehman Schneider + Grossman.

WSVN-7 News pointed out the collapsed bridge from a high angle as well.

Melvin, 20, a sophomore studying accounting, said he had several friends who had moved into the off-campus housing that the bridge was designed for.
