If they do, the sides can begin discussing a future trade agreement, although it cannot take effect until Britain is gone.

However, Barnier warned: "A decisive step remains a step; we are not at the end of the road and there still remains a lot of work to be done, including on Ireland and Northern Ireland".

Britain also agreed that European Union residents who move to Britain during the transition will maintain the same rights as those who moved before.

The PM has also caved in on the status of Northern Ireland, agreeing that it will remain in regulatory alignment with the European Union as a fall-back position should a comprehensive free trade agreement or technical solution not be ready to otherwise prevent a hard border on the island of Ireland. That has enraged Tory MPs and the DUP as it would create a customs border in the Irish Sea and effectively divide the UK.

While the agreement was hailed in Brussels, it sets Prime Minister Theresa May on course for a series of disputes back home.

Brussels diplomats dealing with Brexit for the other 27 European Union member states were also summoned urgently for a briefing shortly before Davis arrived and several of them told Reuters that they believed that a weekend of intensive talks had broken deadlock to allow European Union leaders to offer a transition deal on Friday.

A few weeks ago, we proposed a pathway to settlement for European Union citizens, which was welcomed by Member States.

Labour MP Kate Hoey and former UKIP leader Nigel Farage campaigning during the Brexit referendum. According to the Guardian, leader of the Scottish Conservatives Ruth Davidson said, "That we now have to wait until 2020 to assume full control is an undoubted disappointment".

"The danger of signing us up to the Common Fisheries Policy for another few years, where we've no voice at the table and where we're only consulted, then Europe can set policies that detrimentally affect the United Kingdom", he said.

"We also understand that Government will pay the 2019 BPS scheme on the same basis as now - a welcome assurance for our farmers making business decisions now such as for planting and animal rearing".

Other parts of the treaty are still being negotiated, including the controversial protocol on Ireland.

A statement issued by the Convent explains, "It is worth noting that the UK has been consistent with its view throughout that we are negotiating on behalf of the whole UK family and we want a deal which works for all, including Gibraltar - the Prime Minister has made that clear including in her statements to the UK Parliament".
