A Fairfield press release described the children as being "rescues from disgusting living conditions" that were "in squalor and unsafe". They arrested their mother, 30-year-old Ina Rogers, of Fairfield, on suspicion of child neglect because of the "squalor and unsafe conditions", Hurlbut said. In a separate case, prosecutors in Riverside County, have filed eight new charges against a father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling.

She and her husband both came from broken homes and they wanted a large family, she said.

Ina Rogers has said that all the allegations against her and her husband are not true.

"There are no broken bones".
