A Fairfield press release described the children as being "rescues from disgusting living conditions" that were "in squalor and unsafe". They arrested their mother, 30-year-old Ina Rogers, of Fairfield, on suspicion of child neglect because of the "squalor and unsafe conditions", Hurlbut said. The Los Angeles Times reports that officers were concerned about the safety of the children, so they conducted a search of the home.

After investigators entered the home, Rogers' children were taken by child protective services and she was charged with child neglect.
