Officer Who Appeared to Ignore Puerto Rican Flag Shirt Episode Resigns

- A man who can be seen on a video chastising a woman at a Chicago forest preserve for wearing a shirt with the Puerto Rican flag on it has been charged with committing a hate crime, the Cook County State's Attorney's Office announced Thursday.

Timothy Trybus, 62, originally faced misdemeanor assault and disorderly conduct charges for the incident where he angrily confronted the woman and told her she "shouldn't be wearing that" - referring to the shirt.

After Conner resigned, the general superintendent of Cook County Forest Preserve, Arnold Randall, apologized for the incident.

The woman in the video was setting up for a birthday party at Caldwell Woods, a local forest preserve, and said she had a permit to use the space.

"You're not an American", Trybus screamed at Irizarry.

But the video makes clear that we all have to step up to defend the United States from this tide of bullying, misogyny, homophobia, and xenophobia, and stand up for what America is really all about. Her friends can be heard telling him that Puerto Rico is part of the United States. A 62 year old man who police have identified as Timothy Tybus verbally abused and harassed Ms. Irizarry as she was wearing a shirt that depicts the flag of our US colony of Puerto Rico.

The agency said that Officer Patrick Conner resigned late Tuesday. He was supposed to face a disciplinary hearing Thursday.

"Yes I am", Irizarry replied.

A second officer eventually arrives to speak to Trybus.

Cook County Commissioner Jesús "Chuy" García had called for hate crimes charges against Trybus.

"We don't know what was happening outside the video; we don't know what was going on inside his [Conner's] head at the time", Cummings told CNN.

'You're not going to change us, you know that, ' Trybus tells her in the clip.

"The officer should have stepped in, and he should have done something", Forest Preserves Chief of Police Kelvin Pope said at a news conference Tuesday. She said the group politely complied but her Puerto Rico shirt appeared to act as a trigger to the man.

There was also a comment at the end "Why don't you and your people go back where you came from".

Preckwinkle called the video "completely unacceptable" and said she was "troubled" by the officer's response to the "terrible" incident. President Woodrow Wilson in 1917 signed into law the Jones-Shafroth Act, granting US citizenship to residents of Puerto Rico.
