They also said they forwarded a message from Trump to Kim during their meeting and would send a separate message from Kim to Trump.

National security advisor Chung Eui-yong also said that the leaders of North and South Korea are to meet in the capital of North Korea, Pyongyang, from September 18th to the 20th. "He made that clear", Chung said.

Thursday, Chung told reporters about his talks with Kim. "I feel we are not making sufficient progress with respect to the denuclearization of the Korean Peninsula", the president tweeted at the time.

The statement from the Korean Central News Agency wasn't new information - Kim has repeatedly declared similar intentions before - but allows hopes to rise that diplomacy can get back on track after the recriminations that followed Kim's meeting in June with US President Donald Trump in Singapore. Trump wrote in a post on Twitter.

Trump and Kim pledged to denuclearise the Korean peninsula at the Singapore summit in June but no details were agreed.

It comes as Russian Federation had sat on the sidelines amid the row between North Korea and the USA a year ago which put the region at the risk of nuclear war after threats of "fire and fury".

On the matter of declaring end to the Korean War, Chung said Kim shared Seoul's view that it was a political issue and the first step in building trust among the concerned nations. They say the North has often sought to gain economic aid and then failed to keep its promises. South Korean President Moon Jae-in also agreed to meet Kim in the North Korean capital on September 18-20, the first such trip in 11 years. The sign read: "Peace on the Korea Peninsula".

Koh Yu-hwan, a North Korea studies professor at Dongguk University, said that Kim Jong Un needed a peace declaration to justify further measures to military hawks at home. Representatives of North Korea's close ally, China, are expected to be at the special ceremony.

Sending Li Zhanshu does not concede any of China's leverage.

Saying that Kim had expressed his willingness to "take more proactive steps" if the U.S. takes measures corresponding to those Pyongyang has taken so far this year, Chung went on to say that the North appeared to be hoping for Seoul to play a bigger role in related matters.
