The first impacts were already being seen Monday on a barrier island, as seawater flowed over a coastal road.

For many people, the challenge could be finding a safe refuge.

"Wave heights to 83 ft were measured early this morning under the [northeast] quadrant of Hurricane Florence", tweeted the National Hurricane Center. Water temperatures are running in the middle 80s and very little wind to tear it apart.

By noon on Monday, Florence had top sustained winds of 130mph.
