The report came almost a year after a much-maligned visit to Puerto Rico by Trump two weeks after Maria, where he implied that residents should be "proud" that the official death toll at the time was just 16 people, far lower than that of a "real catastrophe, like Katrina". Then, a long time later, they started...

Of course, the 2,975-person death toll from Hurricane Maria was not a Democratic ploy to hurt Trump.

Cruz maintains the federal government's response to the hurricane was slow and inadequate while Trump said it was a success. "But I reject the notion that this was at all connected to any political consideration".

The retiring Illinois Democrat-who announced this week that he will not run to be Chicago's next mayor and has expressed interest in moving to Puerto Rico after he leaves Congress-then ripped Trump for not showing enough "humility" in admitting what Gutierrez claimed was a "tremendous and deadly mistake" after Hurricane Maria. And like I said, hey man, thank you for helping us.

The tweets drew the ire of Carmen Yulin Cruz, the mayor of San Juan who has sharply criticized both the president and his administration's response to the storm past year that devastated the USA territory. When Trump finally visited the ravaged island, he left a lasting image by tossing paper towels at survivors as if they were trained seals.

A study conducted by The Milken Institute School of Public Health at George Washington University, determined the death toll at 2,975, a figure accepted by Puerto Rico Gov. Ricardo Rosselló, and far beyond the previous official count of 64.

Hurricane Florence is the first major test of the Federal Emergency Management Agency since its much-criticized response to Maria, which caused devastation when it struck Puerto Rico as a Category 4 storm a year ago. A US territory since 1898, Puerto Rico's inhabitants are citizens, though they can not vote in presidential elections and have only one congressional representative with limited voting powers.

Another Trump critic, and a target of his tweets, San Juan Mayor Carmen Yulin Cruz tweeted, "Trump is so vain he thinks this is about him".

He says, "the victims of Puerto Rico, and the people of Puerto Rico in general, do not deserve to be questioned about their pain".

Cora, who spends time in Puerto Rico in the offseason, said many people on the island are still struggling, but he's encouraged by the progress being made every day.
