Enough rain could fall to break North Carolina's record for a tropical storm - 24 inches - set near Wilmington during Hurricane Floyd in 1999, said Greg Carbin, chief of forecast operations at the Weather Service's national prediction center.

Its maximum sustained winds have dropped slightly to 110 miles per hour.

Officials in at least one area that ordered an evacuation will be going to homes to ask people planning to ride it out for information on their next of kin, CNN reported Wednesday.

Since Tuesday, forecasts have shifted the storm track towards the south and southwest after it reaches the coast, which could increase the storm's severity in coastal SC through Myrtle Beach and Charleston and even into parts of Georgia.

Emergency workers monitor hurricane progress at the Emergency operations centre in Wilmington, North Carolina.

People in areas vulnerable to a unsafe hurricane have left or are fleeing ahead of the storm's expected Friday or Saturday landfall.

Mandatory evacuation orders have been issued in coastal area of North Carolina, South Carolina and Virginia.

Georgia Governor Nathan Deal declared a state of emergency in the southern U.S. state on Wednesday ahead of the arrival of Hurricane Florence.

Hurricane Florence can be tracked via the National Hurricane Center (NHC) which gives regular updates on the path of Florence every three hours.

States up and down the East Coast have a great potential for severe weather. Florence is a powerful category 4 hurricane and is expected to gain even more strength later in the day.

It was downgraded to a Category 1 hurricane before coming ashore near Wrightsville Beach close to Wilmington, North Carolina. Washington, DC, Mayor Muriel Bowser and the governors of North Carolina, South Carolina, Virginia, Georgia and Maryland have declared states of emergency.

Florence is the most risky of three tropical systems in the Atlantic.

"Be prepared for the inland effects of the storm as well as the ensuing storm surge in coastal areas", Mr Deal said in a statement. "We have two boats and all our worldly possessions", said Susan Patchkofsky, who refused her family's pleas to evacuate and stayed at Emerald Isle with her husband.

"The Charleston area now is expected to see at least 1-2 inches of rain over the next several days". Hurricane-force winds extended 80 miles from its centre, and tropical storm force winds up to 195 miles.

Its surge of ocean water could cover all but a sliver of the Carolina coast under as much as 13 feet, and days of downpours could unload more than three feet of rain, touching off severe flooding.

Forecasters anxious the storm's damage will be all the worse if it lingers on the coast.

Authorities, including President Trump and the Federal Emergency Management Agency (FEMA), are urging residents in the Carolinas as well as parts of Virginia and Georgia to evacuate as the storm continues its path.

"Just because we have a landfall to your south, that doesn't mean you're out of the woods, because the winds are huge around this system", NHC Director Ken Graham said, pointing out the wide risk of flooding.
