The second of two Russians who Britain says poisoned former Russian spy Sergei Skripal and his daughter has been named as a military doctor for Russian intelligence by a United Kingdom investigative website.

The British open-source website said it had identified the suspect using testimonies from people the suspect knew and a scanned copy of his passport.

The other suspect also travelled to Salisbury, England, under an alias - Ruslan Boshirov - but is a decorated Russian agent named Anatoliy Chepiga, Bellingcat reported last month.

London police said they would not comment on speculation about the real identities of the two men facing charges, in response to a query about the latest Bellingcat report, and repeated they believed the men had used aliases.

Bellingcat named him as Alexander Yevgenyevich Mishkin, 39, who was charged by Britain last month under the name of Alexander Petrov.

Unlike Chepiga, awarded the Hero of the Russian Federation award by Putin in 2014, Mishkin appears to have either been less deeply undercover or sloppier - his "cover identity retained most of the biographical characteristics of the authentic Mishkin - such as the exact birth date, first and patronymic name, and first names of his parents", Bellingcat said, and until 2014, his Moscow home address was the same as GRU headquarters. British authorities said Skripal and his daughter, Yulia, were sickened by a Soviet-made nerve agent. They were found unconscious on a bench outside the Maltings shopping centre in Salisbury.

Alexander Mishkin was born on July 13, 1979, in the village of Loyga, in the Archangelsk District in Northern European Russia. However, based on the known rank as of graduation from the Military Medical Academy (Russian military doctors graduate with a rank of senior lieutenant), and the elapsed time (15 years), it can be posited that as the time of the Skripals' poisoning incident he was either a Lt. Colonel or a full Colonel.

It claims he was recruited by Russian intelligence in 2010.

They explained that they went to the small town as tourists and had always wanted to see its tower.

British Prime Minister Theresa May said the attack was likely ordered at the highest levels of the Russia government, an allegation vehemently rejected by Russian President Vladimir Putin.

This is how British authorities discovered the two Russian agents allegedly behind the novichok attack. But the nerve agent killed a British woman, Dawn Sturgess, and seriously sickened her partner.
