Kansas likely to see milder than average winter, NOAA says

According to the National Oceanic and Atmospheric Administration (NOAA), the USA is in for a fairly mild winter.

"We expect El Nino to be in place in late fall to early winter", said Mike Halpert, who is the deputy director of NOAA's Climate Prediction Center.

During the winter, typical El Nino conditions in the US can include wetter-than-average precipitation in the South and drier conditions in parts of the North.

The National Weather Service on Thursday predicted a warmer than normal winter for the northern and western three-quarters of the nation.

Elsewhere in the country, the Pacific Northwest has a much greater likelihood of warmer temperatures this winter. But there isn't anywhere in the country who are definitely due for a colder-than-normal winter.

Other climate patterns that can affect winter weather are challenging to predict on a seasonal time scale.

It also said that wetter-than-average conditions are likely across the southern part of the USA, and up into the Mid-Atlantic. "There's a 70-to-75 percent chance El Nino will develop in the next few months".

"No part of the U.S.is favored to have below-average temperatures", Halpert said.

Precipitation is expected to be above normal across the southern tier of the United States, extending up into the Mid-Atlantic.

Above-average rainfall is most likely northern Florida and southern Georgia this winter. "The maps show only the most likely category with higher probability indicating greater confidence".

These warmer-than-usual temperatures in the Pacific Ocean often bring warmer winters across the country as well as more rain to Southern California and the southern U.S.

NOAA's winter forecast comes as the mercury is finally beginning to dip across most of the country after a summer that lasted well into October in the eastern USA, with temperatures into the 80s and even 90s.

Matt Rogers, president of the Commodity Weather Group, which specializes in long-range prediction, agreed with the broad strokes of NOAA's outlook but said its temperature forecast was "conservative" in the East and that he would lean toward colder conditions.
