Melbourne resident Meegan May tweeted: "Chaos in Bourkest as a guy seems to have set his vehicle on fire then attacking police with a knife".

"I don't know what the police were doing, for a good two to three minutes they were trying to grab him, tackle him down when a lot of people were screaming".

Video posted to social media showed chaotic scenes as bystanders scattered while the attacker fought with police and his victims lay bleeding on the footpath.

State police Superintendent David Clayton said police responded to reports of a burning vehicle.

Officers said they "are not looking for anyone further at this early stage" and there was no immediate evidence of an ongoing threat related to the attack.

The officers were immediately confronted by a man brandishing a knife and threatening them.

"At the same time passers-by were pointing out that members of the public had been stabbed".

A man wielding a knife was shot by police. He was then shot by police.

"Three people have been stabbed".

Victoria state police Commissioner Graham Ashton says the suspect, who was originally from Somalia, was known to police, mostly because of family members who were "persons of interest" to police.

One of the injured was reportedly in suspected critical condition with a neck injury, while another had sustained a head injury.

Police want to hear from people who witnessed the event or captured footage as they piece together what happened.
