Gillum's campaign said it was monitoring the tightening result in the governor's race. Nelson's team said it's preparing for a recount and will have observers in every one of the state's 67 counties to monitor the process.

Late Thursday morning, Gillum campaign spokeswoman Johanna Cervone said the campaign was prepared for a recount effort.

The state's recount procedures have been revised since Florida held the country hostage for a month 18 years ago, when George W. Bush edged Al Gore for the presidency.

"It has become clear there are many more uncounted ballots than was originally reported", Gillum's campaign said in a statement.

Florida's chief legal officer, Secretary of State Ken Detzner, told county election supervisors Thursday to plan for as many as three statewide recounts and for extraordinary public and media scrutiny in the state with the singular status of unusually close elections.

Florida's governor's race on Thursday joined contests for U.S. Senate and state agricultural commissioner headed toward recounts as continued vote-counting in Democratic strongholds threatened apparent Republican winners.

In Washington, Trump took Scott's side, telling reporters that the federal government could get involved and adding: "all of the sudden they are finding votes out of nowhere". In that recount, Continetti said, there was a shift of less than 1,000 votes. "We are committed to ensuring every single vote in Florida is counted".

The center of Democratic voting concerns are in Broward County, the second most populous county in Florida, where lawyers believe there is an issue with how voters were calculated for Nelson. Detzner will order machine recounts for all statewide and multi-county races within 0.5 points.

Scott's campaign wasted no time in responding to Elias, charging in a statement that Nelson and his lawyers are conducting "fraud" in fighting the current results.

Chris Hartline, a Scott campaign spokesman, accused Nelson of trying to "steal this election". Provisional ballots are given to voters who don't have proper ID or whose names don't show up on the rolls at the precinct. She also did not know how many provisional, military and mismarked ballots need to be counted. "Nelson will prevail in a recount", he said.

Scott's lawsuit against the Palm Beach County supervisor, filed in the Fifteenth Judicial Circuit Court, in part, alleges that his campaign representative was not allowed to witness the process by which elections staff create true duplicates of any ballots that may have been damaged.

"We're doing this not just because it's automatic, but we're doing it to win", Elias said in a statement to the Times.
