Alexandria Ocasio-Cortez already has plans to defy Pelosi

Rep. -elect Alexandria Ocasio-Cortez (D-N.Y) lit into what she called a "dark political maneuver" by House Minority Leader Nancy Pelosi (D-Calif.) in a tweet that challenged the likely next Speaker of the House.

So far, only Ocasio-Cortez and Khanna have publicly come out against the rules package that includes the pay-go provision.

The rule would require that all new spending be paid for - either by increasing taxes or by budget cuts. "PAYGO isn't only bad economics, as @RoKhanna explains; it's also a dark political maneuver created to hamstring progress on healthcare+other leg", Ocasio-Cortez tweeted.

The US Congress starts its new two-year session on Thursday. Democratic leaders can lose as many 17 votes within their ranks and still pass the rules package, which is usually a mundane vote for House majorities. They support the package because they've received assurances from House Democratic leaders and incoming Rules Committee Chairman Jim McGovern (D., Mass.) that the pay-go rule can be waived, according to a statement from the progressive lawmakers. "This will give everyday Americans a lot more confidence that all the other things we have on the agenda are going to be done in a way that really meets their expectations and responds to their priorities".

It also includes language saying that when the House passes an annual budget resolution, a separate resolution suspending the federal debt limit is "deemed" to have also passed the House.

The rules package needs 218 votes to pass.

That would take away power from ideological firebrands, but this week, caucus liberals such as Khanna and Ocasio-Cortez - and activists on the political left - focused their ire on the PAYGO proposal.

Beyond Khanna and Ocasio-Cortez, however, opposition to the proposal appeared muted Wednesday.

"We must not handcuff our New Democratic majority, so PAYGO is a no-go for me", Ryan said. "That's all you need to know about her", Alexandra said.

House Democratic leaders agreed previous year to drop another rule proposal opposed by Pocan and Jayapal, one that would have made it more hard to pass legislation raising taxes.

"Tomorrow I will also vote No on the rules package, which is trying to slip in #PAYGO".

Pelosi's deputy chief of staff, Drew Hammill, defended the Democrats' paygo rule Wednesday as a way of heading off the across-the-board cuts.
