A news report last week alleged that PM Justin Trudeau's office pushed for intervention in the fraud case against engineering group SNC-Lavalin.

Wilson-Raybould said she intends to stay on as the MP for Vancouver-Granville and thanked her constituents, staff, and officials for their support, saying she was stepping down "with a heavy heart".

Her resignation as veterans affairs minister comes as a controversy engulfs the government from her time as attorney general and allegations that Trudeau's office pressured her not to prosecute Montreal firm SNC-Lavalin on corruption charges.

Dion informed the NDP MPs who requested the investigation Monday that there is sufficient cause to proceed with an inquiry into the actions of Prime Minister Justin Trudeau on this matter. "And I also highlight that we're bound by cabinet confidentiality".

Since Thursday, Wilson-Raybould has refused to comment on the allegations, citing solicitor-client privilege. Wilson-Raybould moved to Veterans Affairs.

Trudeau wouldn't commit to that on Monday, and instead told reporters he has asked his new attorney general, David Lametti, to review that option and report back.

Wilson-Raybould was the Attorney General of Canada from November 4, 2015, until January 14, 2019 and is at the centre of the ethics investigation.

However, Wilson-Raybould was not in attendance at the event, despite representing a neighbouring riding.

"In our system of government, of course, her presence in cabinet should actually speak for itself", he said following a housing announcement - one that Wilson-Raybould didn't attend, unlike a handful of fellow Liberals from the city.

Conservative Leader Albert Scheer has led the charge to haul Trudeau's aides and top members of his party in front of an emergency meeting of the justice committee for what he calls "unprecedented" attempts at influencing a criminal proceeding.

The December 2017 report found Trudeau broke four sections of the Conflict of Interest Act, including Section 11, which prohibits the receipt of gifts unless they are from friends and relatives.

That license was later cancelled.
